Yandex LLC is a Russian multinational technology company providing Internet-related products and services, including web search, mapping, cloud computing, online advertising, e-commerce, media streaming, and ride-hailing.[1][2][3] It operates Russia's largest search engine and dominant ride-hailing service.[1][4] Founded by Arkady Volozh and Ilya Segalovich in 1997 after early development at CompTek, the company expanded across Eurasia.[5][6][7] Following international sanctions and corporate restructuring in 2024, its Russian business was sold to Consortium.First, while non-Russian operations became Nebius Group.[8][9][10]

Etymology and branding

The name Yandex was co-invented in 1993 by Arkady Volozh and Ilya Segalovich, who had been friends since their school days and worked together developing search software algorithms.[5][11][12][13] Segalovich wrote out multiple derivative words describing the underlying indexing technology, arriving at the acronym abbreviation Yandex, which stood for Yet Another iNDEXer.[11][12][14][15] Volozh then replaced the first two Latin letters Ya with the Cyrillic letter Я, creating the hybrid name Яndex to emphasize the Russian origin of the technology.[14][16] This formed a bilingual pun on the English word index, because the Russian letter Я is also the first-person singular personal pronoun meaning I.[11][14][17] Other linguistic interpretations noted that the name can be read as a language index (yazykovoy indeks), or as a conceptual wordplay contrasting yin and yang (in Russian: in - indeks, yan - yandeks).[13][14][18][19][20]

In Russian orthography, Yandex as a product and search engine name is generally written without quotation marks, a convention originating from the hybrid Latin-Cyrillic spelling Яndex, which fell outside traditional Russian grammatical rules.[21] Over decades of public usage, the name also evolved into a generic common noun in colloquial speech, where the lower-case form yandeks became synonymous with web searching, similar to the genericization of terms like xerox.[21] In contrast, when referring to the legal corporate entity, OOO Yandex, standard Russian orthographic rules require the name to be enclosed in quotation marks.[21]

The initial visual identity of Yandex predated the launch of the search engine website. The first logo appeared in 1996 on the packaging of the software products Yndex.Site and Yndex.CD.[22][23] From 1997 onward, Yandex corporate logos and visual branding were designed by Art. Lebedev Studio.[24] The studio produced four major iterations of the primary logo.[24] Starting with version 3.0, the branding shifted entirely from the Latin and hybrid lettering to full Cyrillic typography.[24] In 2016, the company introduced a minor revision of the logo to harmonize with its newly created proprietary font, Yandex Sans, designed by Ilya Ruderman and Christian Schwartz.[25][26] On 31 March 2021, Yandex unveiled an updated visual identity developed by in-house designers in collaboration with Ruderman.[27][28] This design introduced a standalone brand badge depicting the red Cyrillic letter Я enclosed in a red circle, modified the corporate wordmark typography, and streamlined the search input bar so that it no longer mirrored an arrow pointer shape.[27][28]

Yandex can change the design of its logo to mark certain memorable dates.[29] Subsequent commemorative logos marked significant historical anniversaries, including a musical logo released in honor of the 75th birthday of singer-songwriter Vladimir Vysotsky.[29]

Since its founding, Yandex has worked with Art. Lebedev Studio on the design of its websites, print materials and corporate graphics, with designer Roma Voronezhsky producing the largest number of works.[30] Rare exceptions during the 2000s included the original design for the browser flash-game launcher Yandex.Toys by Gorod-Interaktiv, the summer project Yandex.Leto by Bolotov.ru, and the 2009 interface of Yandex.Money by freelance designer Aleksandra Pavlova.[30] Beginning in 2013, Yandex increasingly developed major product designs entirely in-house without third-party design agencies, creating the updated layout for Yandex News and the interactive search interface known as Islands.[31]

History

The operational foundations of Yandex began in 1989 when Russian entrepreneur and programmer Arkady Volozh founded CompTek, a commercial firm that sold personal computers and automated corporate workplaces.[32] Volozh co-founded the software company Arcadia with Arkady Borkovsky.[32][33] Arcadia developed specialized MS-DOS information retrieval software capable of searching large texts with grammatical Russian morphological processing.[19][32] After 1990, Arcadia developed automated retrieval systems for the International Classification of Inventions and the Classifier of Goods and Services, selling licenses to state scientific research institutes and patent agencies over the following three years.[32]

In 1993, Arcadia was formally integrated as a business unit into CompTek International, where Volozh's former schoolmate Ilya Segalovich was already employed.[12][34] In the same year, the team developed a search utility for local computer hard drives and named it Yandex.[12][34] CompTek established a research collaboration with the Apresyan Laboratory at the Institute for Information Transmission Problems of the Russian Academy of Sciences to resolve linguistic hypothesis testing, building an electronic search dictionary that processed Russian grammar and morphology.[19][33][34] In 1994, the group released a computer reference guide to the Bible.[35] By 1995, CompTek decided to adapt its algorithmic retrieval technology to the emerging Russian Internet, indexing an expanding directory of network documents across the Runet.[34]

On 23 September 1997, the web search engine Yandex.ru was officially announced and presented to the public at the Softool exhibition in Moscow.[6][7][36][37] At the time, an estimated 200,000 Russian citizens had Internet access, and existing international search engines could not parse Cyrillic character sets or Russian inflections.[19][38] In November 1997, Yandex introduced natural language query capabilities.[39] During 1998, as the volume of Russian web documents doubled, Yandex implemented search features including find similar document, server lists, date-range filters, sorting by modification time, catalog searches, and the citation index, which measured incoming web links.[40] In 1998, Yandex introduced contextual advertising directly within search result pages.[41] On 15 December 1999, CompTek and netBridge launched the online auction portal Molotok.ru.[42] By mid-1999, Yandex was ranked among the seven most visited sites on the Russian Internet, generating $72,000 in revenue as an internal CompTek operating division that year.[32][37]

In April 2000, Yandex separated from CompTek to become a standalone corporate entity.[43][44][45] Investment fund ru-Net Holdings, an affiliate of Baring Vostok Capital Partners, acquired a 35.72% equity stake for $5.28 million, while company managers and leading software developers held the remaining shares, and Volozh assumed the position of chief executive officer.[46][47] Its parent holding company was based in Cyprus, with a subsidiary registered in Russia as a limited liability company.[43][44] On 15 February 2000, CompTek and netBridge launched the free web hosting service Narod.ru.[42] In March 2000, CompTek and netBridge agreed that Molotok.ru would transfer entirely to netBridge, while Narod.ru became the sole property of Yandex.[42]

Corporate ownership and governance

Prior to the 2024 corporate divestment, the parent company of the corporate group was Yandex N.V., a public limited liability company incorporated under Dutch law in 2004.[8][365][366][367] The company's capital structure was organized into two classes of equity: Class A ordinary shares carrying one vote per share, and Class B shares carrying ten votes per share.[44][368] This dual-class mechanism was originally instituted by founders Volozh and Segalovich to shield the enterprise from hostile takeovers and domestic state control. At the end of 2015, Yandex N.V.'s equity was divided into 65,716,855 Class A shares and 35,528,568 Class B shares.[368] Volozh held 327,396 Class A shares and 32,209,684 Class B shares (representing 86.3% of Class B stock), giving him an economic equity interest of 9.84% and 48.48% of total voting rights.[368] Employee Vladimir Ivanov owned 8,944,491 Class A shares (3.05%) and 3,318,884 Class B shares (8.94%), representing 3.71% of equity and 6.34% of voting power. Institutional shareholders included Capital Research Global Investors with 22,605,097 Class A shares (6.83% equity, 3.40% votes) and Invesco Ltd with 16,582,559 Class A shares (5.01% equity, 2.49% votes). Corporate management collectively held 10.32% of total shares and controlled 48.72% of the voting power, while together with major shareholders they controlled 63.30% of votes.[368]

Following the restructuring executed in February 2024 and the direct share allocation finalized on 7 July 2025, 100% ownership of Russian operating subsidiary OOO Yandex transferred to MKPAO Yandex, registered in Kaliningrad Oblast.[347][348][362] Ownership of MKPAO Yandex was distributed among members of ZPIF Consortium.First, motivation program administrators, and public market investors, ensuring that no single shareholder possessed a controlling interest.[341][361][362] Primary anchor shareholders controlled 66.58% of the equity, public free-float shares on the Moscow Exchange represented 29.80%, and equity incentive program administrators held 3.62%.[361][362]

Among the principal equity holders, Infinity Management, headed by Alexander Chachava, managing partner of Leta Capital, held 16.03% of the capital after the shares passed into the direct ownership of consortium members on 7 July 2025, and Chachava later increased the stake to 19.69%.[361][369][370] Yandex senior management, organized through a dedicated corporate vehicle, held 16.30%.[370] Catalytic People held 9.89%.[370] Mutual investment funds ZPIF Financial Solutions of the Future and ZPIF Symbol each controlled 4.94% of the shares, having acquired their combined 9.88% stake from ZPIF Argonaut.[370] Additional strategic equity participants included oil company Lukoil, which held an equity stake of approximately 10% to 15%, and Alexander Ryazanov, chairman of the Russian Holding Company and former deputy chairman of Gazprom.[340][369][371][372] The managers' fund was to receive a golden share giving a veto over budget approval, major reorganisation, the approval of large transactions and other special matters, while a second golden share belongs to the Public Interests Foundation, which approves any consolidation of more than 10% of shares and oversees intellectual property.

The board of directors of MKPAO Yandex established in 2024 consists of nine members: non-executive directors Anton Sychev (CFO of Litasco Middle East, a Lukoil subsidiary), Alexander Chachava (managing partner of Leta Capital), and Pavel Dengin (deputy head of product at specialized depository Infinitum); independent directors Andrey Betin (executive director of autonomous non-profit Russia - Land of Opportunity), Alexander Ivlev (former CIS managing partner at EY), Alexey Yakovitsky (former CEO of VTB Capital), Evgeny Yakushkin (former director of strategy at AliExpress CIS), and Svetlana Yachevskaya (attorney and trustee of European University at Saint Petersburg); and executive director Artyom Savinovsky, who has served as chief executive officer since April 2022.[373][374]

In 2025, Russian credit rating agency ACRA assigned and affirmed a national corporate credit rating of AAA(RU) with a stable outlook to MKPAO Yandex.[396] Simultaneously, rating agency Expert RA assigned and affirmed its highest credit rating of ruAAA with a stable outlook.[397] In December 2021, prior to the suspension of Russian international ratings, Fitch Ratings had assigned Yandex a long-term credit rating of BBB with a stable outlook.[398]

Search engine and ranking technologies

Yandex's core search engine provides full-text document retrieval supporting queries in Russian, Tatar, Ukrainian, Belarusian, Uzbek, Kazakh, Turkish, English, German, and French, factoring in grammatical word forms, declensions, and physical word proximity within sentences.[399][400] The engine parses and indexes HTML documents, Adobe Acrobat PDF, Rich Text Format (RTF), legacy binary Microsoft Office formats (Word DOC, Excel XLS, PowerPoint PPT), Flash SWF files, and RSS syndication feeds from blogs and discussion forums.

The search platform provides advanced search query syntax using Boolean and lexical operators.[401] The double tilde operator (A ~~ B) searches for documents containing term A while excluding documents containing term B.[401] The single tilde operator (A ~ B) searches for documents where term A appears in a sentence that does not contain term B.[401] The single ampersand (&) requires search terms to co-occur within the same sentence, whereas the double ampersand (&&) matches terms appearing anywhere within the same document.[401] The exclamation point (!) disables grammatical morphological expansion, restricting results to the exact specified inflectional form, while the double exclamation point (!!) forces retrieval of only the base dictionary lemma, eliminating unintended homonyms.[401] By default, Yandex displays 10 search results per page, with user settings allowing customization to 20, 30, or 50 links.[402] Search interfaces support geographic IP range filtering, date restrictions, typo correction for mismatched keyboard layouts, and intent-based query suggestions introduced in 2012.[403]

Yandex periodically overhauled its search relevance algorithms, deploying several named algorithmic platforms.[404][405][406][407] In November 2009, it introduced the Snezhinsk algorithm, the first production deployment of the MatrixNet machine learning framework, providing regional query localization across 1,250 Russian cities.[107] In December 2010, the company released the Spektr technology (Krasnodar version), designed to satisfy implicit, multi-faceted user intents; for example, a query for Beethoven would simultaneously assemble results covering the composer's biography, audio recordings of his musical compositions, and references to the feature film Beethoven.[408] In December 2012, Yandex deployed the Kaliningrad platform, introducing personalized search ranking tailored to the historical browsing interests of individual users.

In November 2016, Yandex introduced the Palekh search algorithm, which applied deep artificial neural networks to map rare, long-tail user queries to web pages based on semantic meaning rather than literal keyword matching.[196][204][205] In August 2017, the neural framework was upgraded to the Korolyov algorithm, expanding semantic vector matching from page titles to the full text of indexed web documents.[409][410] In December 2019, Yandex deployed the Vega search architecture, which integrated 1,500 neural network improvements, introduced pre-calculated query clustering, and deployed a human crowd-sourced relevance evaluation system.[246] On 16 April 2024, the company launched Neyro, an artificial intelligence search mode that combines generative neural networks (including YandexGPT 3) to analyze multiple live web pages simultaneously, synthesize written answers to complex queries, and accept voice inputs and follow-up conversational questions.[353][411] On 22 May 2025, Yandex unified this interface under Alice in Search, incorporating real-time reasoning and generative content creation directly into default query results.[359]

Yandex maintains strict public indexing and web quality guidelines that exclude or demote websites employing deceptive optimization practices.[412] The search engine restricts or removes pages that duplicate or rewrite content from other websites without original substance; domains whose sole function is automated or voluntary user redirection; pages generated with nonsensical automated text; content aggregation directories and enterprise catalogs that fail to provide unique descriptions or original services; pages containing hidden, faintly visible, or zero-pixel text and links; doorway pages and cloaking schemes that serve different content to users and search crawler bots; affiliate marketing portals lacking proprietary value; sites utilizing malware, intrusive scripts, or malicious server configurations that hijack browser windows; keyword-stuffed text designed to manipulate algorithmic rankings; multi-domain networks operated by a single entity to monopolize search results; unmoderated discussion forums and classified boards overrun with link spam; reciprocal link farms created solely to artificially inflate citation indices; and dynamic search result pages generated internally by websites.[412] Under the Russian Anti-Piracy Memorandum signed on 1 November 2018, Yandex systematically removes links to disputed digital content within six hours of notification from rights holders.[413]

Artificial intelligence, open source, and infrastructure

In 2009, Yandex initiated development of MatrixNet, a proprietary gradient boosting machine learning algorithm that computed ranking factors across vast datasets.[106][208] In July 2017, Yandex released CatBoost, an open-source machine learning library implementing advanced gradient boosting over decision trees with specialized handling of categorical features.[106][208][209] At the time of its release, CatBoost was applied in collaborative physics research with the European Organization for Nuclear Research (CERN) to analyze particle collision datasets from the Large Hadron Collider.[414] CatBoost is utilized across commercial software industries, including code completion tools developed by JetBrains, automated bot detection systems operated by Cloudflare, and ride-distance calculations used by Careem.[415][416][417] Internally, CatBoost powers search relevance ranking, weather prediction models within the Meteum platform, and personalized content feeds.[106][418][419]

The autonomous driving software stack was subsequently adapted to compact robotic delivery hardware, creating Yandex Rover.[244] Yandex Rover is a six-wheeled, battery-powered autonomous delivery robot designed to transport compact parcels, restaurant orders, and groceries across urban pedestrian sidewalks at walking speeds.[244][245] Road testing began in November 2019.[245] In April 2021, Yandex deployed commercial Rover delivery fleets in the Khamovniki district of Moscow, partnering with retail supermarket chains Azbuka Vkusa and Vkusvill to deliver grocery orders directly to residential addresses.[510]

Educational and academic initiatives

Yandex allocated substantial capital to computer science education and academic partnerships, investing over 1 billion roubles in educational projects by 2013 and pledging 5.3 billion roubles for educational initiatives in 2025.[511][512] In September 2007, the company founded the Yandex School of Data Analysis (SHAD), an advanced two-year evening academic program offering free tuition for university students and graduates specializing in data mining, software engineering, and machine learning.[84][513] In 2007, Yandex partnered with the Moscow Institute of Physics and Technology (MIPT) to establish the Department of Data Analysis and the Department of Discrete Mathematics within the Faculty of Innovation and High Technology.[514] In 2014, Yandex and the National Research University Higher School of Economics (HSE) jointly founded the Faculty of Computer Science, admitting high school Olympiad winners to undergraduate degree programs in Applied Mathematics and Informatics and Software Engineering.[84][186]

In August 2016, the company established Yandex Lyceum (renamed the Lyceum of the Yandex Academy in September 2021), a two-year specialized educational program for eighth and ninth-grade secondary school students.[202][203][515] The curriculum teaches industrial software development using Python, with classes hosted inside partnering public schools and regional universities under accredited local teachers trained by Yandex.[202][203] From 2017 onward, Yandex Lyceum expanded across hundreds of cities in Russia, expanding to Kazakhstan in 2018, and forming academic partnerships with Ural Federal University, Bauman Moscow State Technical University, Far Eastern Federal University, and Ufa State Petroleum Technological University.[516][517] In 2013, Yandex launched the online exam preparation platform Yandex ZNO in Ukraine, providing official practice tests for national standardized examinations.[518][519][520]

On 31 January 2019, the company established the annual Ilya Segalovich Scientific Award in memory of Yandex's deceased co-founder.[239] The award recognizes undergraduate students, postgraduate researchers, and academic thesis advisors in Russia, Belarus, and Kazakhstan for significant contributions to computer vision, machine learning, search systems, and natural language processing.[239] In September 2021, Yandex established the Ilya Segalovich Foundation, a non-profit endowment to coordinate charitable educational programs and support accessible mathematics and computer science education.[521]

International operations

Yandex expanded into Ukraine in March 2005 with the registration of the Yandex trademark, opening an operating subsidiary, Yandex.Ukraine, with offices in Odesa and Kyiv under director Sergey Petrenko.[68] The company also has an office in Simferopol..[522] In 2007, Yandex introduced a Ukrainian-language search interface, full Ukrainian localization on Yandex Direct, and Ukrainian email accounts (@yandex.ua).[523][524] To reduce latency, Yandex installed servers directly at the UA-IX Internet exchange in Kyiv in April 2006, expanding network bandwidth to Moscow data centers fivefold to 145 Mbps in August 2008.[67][525][526][527] In 2008, it launched Yandex Traffic Kyiv, followed by city panoramas across 80 Ukrainian towns, public transport routing, and zero-rated data partnerships with mobile network operators Kyivstar, MTS, and lifecell.[485][486][528][529][530][531] In 2010, Yandex deployed the Poltava search algorithm, prioritizing regional Ukrainian web results.[67][532]

On 16 May 2017, Ukrainian President Petro Poroshenko issued Presidential Decree No. 133/2017, imposing national security sanctions that prohibited Ukrainian Internet service providers from routing user traffic to Yandex, VKontakte, Mail.ru, and related domains.[533][534][535][536] On 29 May 2017, the Security Service of Ukraine (SBU) conducted raids on Yandex offices in Kyiv and Odesa, alleging that management collected personal data on Ukrainian citizens, military personnel, and public officials and transferred it to Russian intelligence agencies.[537][538][539][540][541] Yandex denied all allegations of unlawful conduct, emphasizing that data was processed anonymously without local office access.[537][539][541] Following the blocking of its bank accounts, Yandex officially closed its operating offices in Ukraine on 1 June 2017.[537][538][541][542][543] Yandex responded that the ban penalized 11 million Ukrainian users and thousands of businesses utilizing its commercial platform.[535] In April 2023, Ukrainian President Volodymyr Zelenskyy renewed sanctions against Yandex for a ten-year term.[544][545][546][547]

In Belarus, Yandex launched the localized portal yandex.by on 14 April 2010, integrating Belarusian morphological search with MatrixNet ranking in partnership with Belarusian web portal Tut.by.[112][113][114] In 2013, Yandex opened an official software development division inside the Belarus High Technologies Park (HTP) in Minsk.[548] By December 2013, Yandex accounted for 50% of all search queries in Belarus.[549] In August 2020, armed law enforcement personnel raided Yandex's operational offices in Minsk during civic protests following the Belarusian presidential election.[267]

In Kazakhstan, the localized portal yandex.kz launched on 14 October 2009, supporting searches in Kazakh and Russian.[108] The company maintained a major commercial and technical branch in Almaty.[550] Yandex held approximately one-third of the search market in Kazakhstan and introduced localized services including Yandex Maps, Yandex Traffic, and Yandex Taxi, which merged with Uber's operations in Kazakhstan in 2018.[210][551][552][553]

Yandex expanded into Turkey in September 2011, establishing an operational headquarters in Istanbul and launching a Turkish search engine, maps, news, email, and translation services at yandex.com.tr.[140][141][142] In 2014, Yandex achieved a 5% share of the Turkish web search market, and Yandex Maps became Turkey's most downloaded mobile mapping application.[554] In 2015, Microsoft Edge adopted Yandex as its default search engine in Turkey, followed by a May 2020 agreement making Yandex the default search provider on Huawei smartphones distributed in Turkey.[191][555] Although the Istanbul office closed in late 2020, Yandex reopened its Istanbul commercial operations on 1 March 2023.[141] In 2024, Yandex deployed Yazeka, an artificial intelligence search engine tailored for Turkish users, and committed $400 million in long-term technology investments in Turkey.[355][556]

In the European Union and other international jurisdictions, Yandex opened a commercial sales office in Lucerne, Switzerland, in 2012, and a software R&D center in Berlin, Germany, in 2014.[146][147][148][170][171][172] In China, Yandex opened an office in Shanghai in 2015 to support Chinese cross-border merchants advertising to Russian consumers.[189][190] In December 2021, Yandex opened a regional engineering office in Prague, Czech Republic.[557] In July 2022, Yandex opened a representative office in Belgrade, Serbia, for 700 employees, and by February 2023 its staff in Serbia had reached 1,500.[558][559] In 2023, it opened an office in Belgrade that was its biggest international office..[560] In Israel, Yandex established an R&D center following its acquisition of KitLocate in 2014, acquired micro-mobility operator Wind in October 2021, and launched Yandex Music in Hebrew and Yango taxi services in 2018.[175][177][178][180][287]

In Finland, Yandex established an operational subsidiary, Global DC Oy, which operated the Mäntsälä data center and the Yango ride-hailing brand.[561][562] In September 2022, Finnish authorities temporarily froze the bank accounts of Yandex's local affiliates, alongside the assets of Russian businessmen Boris and Arkady Rotenberg.[162][563] In September 2023, the Finnish data protection ombudsman overturned a temporary suspension on Yango's data transfers to Russian servers, but in May 2026, the Dutch Data Protection Authority fined Yango 100 million euros for transferring the personal data of Finnish and Norwegian ride-hailing users to servers in Russia.[564][565] In the Baltic and Eastern European regions, regulatory restrictions curtailed operations: in March 2022, Latvian authorities revoked Yandex Taxi B.V.'s transport operating license and blocked the Yandex Go mobile application, citing data exchange with Russian servers, and in December 2023, Latvia's National Electronic Mass Media Council (NEPLP) blocked all Yandex-affiliated websites and Yandex Music.[566][567] In October 2024, Moldova's Information and Security Service blocked access to yandex.ru and associated services.[568]

Relations with competitors and partners

In December 2013, Yandex handled 62% of searches in Russia, compared with 27% for Google..[1][58][569] In 2003, Google sought to acquire Yandex for $130 million, but the deal was rejected over ownership and governance terms.[63] In February 2015, Yandex filed a formal anti-monopoly complaint against Google with the Federal Antimonopoly Service (FAS) of Russia, alleging anticompetitive conduct.[570][571] Yandex showed that Google used its dominant Android mobile operating system to bundle Google Mobile Services, requiring smartphone vendors such as Prestigio, Fly, and Explay to pre-install Google Search and Chrome while prohibiting them from pre-installing competing Yandex applications on factory devices destined for the Russian market.[554][570][571] The FAS ruled in Yandex's favor, finding Google in violation of Russian competition law and requiring it to terminate restrictive distribution agreements, permit rival search engines within the Android choice screen, and pay administrative fines.[63][571][572] Volozh characterized the legal ruling as a milestone that restored mobile competition on Android.[572]

Yandex's relationship with Sberbank spanned a decade of strategic joint ventures followed by asset division.[156][265] In 2009, at the initiative of President Dmitry Medvedev, Sberbank bought a golden share in Yandex to keep a company of national importance out of foreign hands..[46] In December 2012, Sberbank bought a 75% minus one ruble interest in Yandex Money for $60 million, and in April 2018, the two institutions established a 50-50 joint venture around Yandex Market, launching the retail marketplace Beru.[156][157][228][229][236] Over time, Sberbank developed its own parallel digital ecosystem, generating direct commercial competition with Yandex across e-commerce, media, and digital banking.[573] In July 2020, the companies ended their partnership: Yandex became the sole owner of Yandex Market and Sberbank the sole owner of Yandex Money, which was rebranded as YooMoney..[263][264][265] Tigran Khudaverdyan remarked that Sberbank's decision to construct an independent ecosystem created an unsustainable conflict between alliance and competition, concluding that the asset divorce was an equitable separation where each side both gained and relinquished assets.[573]

A protracted intellectual property conflict emerged between Yandex and Sberbank-affiliated media holding Rambler&Co in 2019.[574] Yandex applied to state agency Rospatent to register the trademark Yandex Afisha, after which Rambler&Co challenged the filing, asserting that it had held exclusive trademark rights to the generic Russian word afisha (poster or listings guide) since 2001.[574] While mobile operator MTS renamed its ticketing portal from MTS Afisha to MTS Live in 2021, Yandex litigated the dispute, arguing that afisha was a generic term incapable of proprietary monopolization.[574] On 7 February 2023, the Intellectual Property Court ruled in Yandex's favor, overturning Rospatent's invalidation of the Yandex Afisha trademark.[575]

In September 2020, Yandex and TCS Group Holding PLC announced preliminary negotiations for Yandex to acquire 100% of TCS Group, the parent entity of digital institution Tinkoff Bank, for $5.48 billion in cash and shares.[272][274] On 16 October 2020, negotiations collapsed.[271][273][274] Tinkoff Bank founder Oleg Tinkov stated that he had initiated conversations seeking a collaborative corporate merger to build Russia's largest private company, but claimed the process deteriorated into a standard corporate takeover by Yandex.[576] Khudaverdyan said that Tinkov had changed his mind about selling and that the talks ended on his initiative, and that although the deal was technically a purchase, the plans drawn up with the Tinkoff Bank team were for a merger of two businesses in which the bank would remain as independent as possible..[573] Following the termination of talks, Yandex acquired Bank Akropol to establish in-house banking infrastructure.[281]

Yandex maintained shifting corporate relationships with Russian Internet holding VK (formerly Mail.ru Group).[75][316][319] From 2006 to 2009, Mail.ru utilized Yandex's search engine and Yandex Direct ad network, but subsequently replaced it with its own search crawler.[75][76][77] In July 2013, Mail.ru again contracted to display Yandex Direct ads on its search results.[577][578] On 12 September 2022, Yandex completed an asset exchange with VK, acquiring the delivery service Delivery Club in exchange for Yandex Zen and Yandex News..[316][317][319]

Corporate ethics, security, and data incidents

On 20 November 2020, Yandex publicly released an internal 39-point corporate code of conduct outlining ethical and operational principles.[579][580] The code stated that services must be built to deliver utility and new capabilities to users rather than solely to maximize financial gain; the company committed to honesty, openness, and transparency; respect for local laws, languages, and cultures across operating markets; self-irony without excessive corporate solemnity; the total rejection of fraud; refusal to operate, host, or advertise online gambling or casinos; strict limitations on the use of personal data, pledging never to sell user data to third parties; commitments to disclose user data to law enforcement authorities only upon completion of verified statutory legal procedures; a prohibition on developing services that divide users by political, racial, or religious categories; treating sovereign state bodies identically to commercial clients without creating custom state tracking tools; refusal to develop military technologies; requiring company executives to refrain from public political declarations; adherence to fair competition without seeking regulatory privileges or pursuing rival firms; refraining from public disparagement of competitors; and rejecting forced default bundling to preserve consumer choice.[580]

In January 2021, the user authentication platform Yandex Passport successfully completed security compliance certification under the AICPA SOC 2 and SOC 3 trust services criteria established by the American Institute of Certified Public Accountants.[581] Yandex became one of the first technology companies in Russia certified across all three compliance trust categories: system security, confidentiality, and operational availability.[581] In November 2021, deputy CEO Tigran Khudaverdyan reported that as state law enforcement agencies standardized formal legal procedures for user information requests, Yandex rejected between 13% and 17% of all government information requests due to legal deficiencies, a rejection rate comparable to Google and Yahoo in Western markets.[573] In the first half of 2024, Yandex received 36,540 legal requests from Russian state authorities for user data disclosures, representing a 12% increase compared to the corresponding period in 2023.[582]

In October and November 2018, Yandex was targeted in a cyberattack deploying the sophisticated Regin espionage malware, which targeted its research and development unit to compromise user authentication protocols.[583][584][585] An investigation conducted by cybersecurity firm Kaspersky Lab attributed the malware operation to Western intelligence agencies belonging to the Five Eyes alliance.[583][584][585] In February 2021, Yandex confirmed an internal security breach: one of three system administrators possessing elevated access privileges to Yandex Mail granted unauthorized access to third parties for financial compensation, compromising 4,887 user mailboxes.[586][587][588][589] Yandex dismissed the administrator, notified compromised mailbox owners, and tightened administrative credential monitoring, though no financial compensation was distributed.[586][590][591]

On 1 March 2022, customer delivery records from Yandex Eda were published online; Yandex attributed the leak to malicious actions by one of its employees.[592] The leaked data comprised 6,882,230 customer telephone numbers and physical delivery addresses across Russia and Kazakhstan, as well as 206,725 records from Belarus, spanning orders placed between 19 June 2021 and 4 February 2022.[592] On 21 December 2022, Yandex clarified that the breach originated from a cyberattack against third-party hosting infrastructure supporting legacy virtual servers of Foodfox that were connected to the Yandex Eda network via a virtual private network (VPN).[593]

On 25 January 2023, a 44-gigabyte compressed BitTorrent archive containing proprietary source code across core Yandex services was leaked onto the online forum BreachForums.[594][595][596][597][598] The leaked archive exposed the search engine's ranking factors, which bear much similarity to those of Google Search.[599] 70% of Yandex's ranking factors are shared by Google.[599][600][601] Analysis published in Wired demonstrated that Yandex logged extensive user data for advertising segmentation, creating audience cohorts such as cigarette smokers or summer cottage owners while collecting physical travel speed, precise GPS coordinates, and Wi-Fi network service set identifiers (SSIDs).[602] The code analysis also revealed algorithmic hardcoded exceptions, including a patch that suppressed photographic search results of Vladimir Putin for queries containing the derogatory phrase bunker grandpa (Russian: бункерный дед).[603] Yandex issued an apology for offensive racial terms embedded in internal software variable names and non-transparent recommendation logic, asserting that user personal data had not been compromised.[604] In June 2025, an independent technical study revealed that Yandex Metrica software development kits tracked Android users from 2017 onward by transmitting unique identifiers from mobile browsers to installed Yandex applications on the same device, linking browsing histories to unified user accounts even when using VPNs; Yandex discontinued the data collection practice after Google initiated an audit.[605][606][607]

Yandex's media operations faced prolonged pressure and regulatory control from Russian state authorities.[314][319][608] Former company staff reported that presidential administration officials held meetings with Yandex management as early as 2008, requesting restrictions on news headlines.[609] In May 2011, Yandex faced public controversy when it emerged that payment subsidiary Yandex Money had surrendered customer transaction records to the Federal Security Service (FSB), affecting donors who contributed funds to anti-corruption activist Alexei Navalny.[610] In May 2012, Russian State Duma deputies introduced draft legislation categorizing Yandex and VKontakte as strategic national enterprises due to their role as national information broadcasters.[611] Pressure mounted following the 2014 annexation of Crimea, with President Vladimir Putin publicly criticizing Yandex at a media forum on 24 April 2014, claiming the enterprise originated under foreign influence and had foreign capital participation.[612][613] Yandex responded that financial ownership and day-to-day management had always been separate.[613]

State regulatory enactments steadily constrained the algorithmic independence of Yandex News.[608][612][614] Russian statutes, notably the Khabirov-Prokopenko law, mandated that news aggregators could only cite registered media outlets, forcing Yandex to remove unregistered and independent publications from its news feeds.[608][615] According to an investigation published by Meduza in May 2022, Yandex had consulted with state officials on an approved white list of media titles as early as 2015, and by 2016 the five leading news headlines displayed on the Yandex home page were drawn exclusively from a list of pro-Kremlin media outlets approved by the presidential administration.[614][616] Following the 24 February 2022 invasion of Ukraine, former head of Yandex News Lev Gershenzon stated that on the sixth day of the war, 30 million Russian visitors to the Yandex home page saw no reporting regarding war casualties, asserting that the platform acted as a key instrument in concealing wartime realities from the public.[614] In December 2022, Yandex dismissed a software engineer who told journalists at The Village that internal algorithmic mechanisms enforced censorship.[617]

On 27 April 2020, user queries on Yandex Search for Russian opposition politician Alexei Navalny algorithmically highlighted only negative editorial publications across Yandex Video, Yandex News, and Yandex Q.[618][619] Following public exposure, Yandex characterized the occurrence as an unsuccessful temporary experiment and adjusted query outputs.[619][620][621][622] Following the 2022 invasion of Ukraine, the Russian government issued warnings regarding information published about the war, prompting Yandex to display warning banners indicating search results might contain inaccurate information.[623] The Bureau of Investigative Journalism reported that ads served by Yandex promoted misinformation about the war, researchers found that top search results about the war sometimes prominently featured pro-war websites, and a Ukrainian news report said that Yandex had stopped showing images of civilian bodies in Bucha.[624][625][626] In August 2024, Yandex Search was accused of directing users seeking to join the Freedom of Russia Legion and Russian Volunteer Corps to counterfeit clone websites created by the FSB to collect intelligence on pro-Ukrainian volunteers.[627]

In June 2019, RBC reported that Yandex refused a formal request from the FSB under the Yarovaya law to surrender end-to-end encryption keys that would enable decryption of private user messages on Yandex Mail and Yandex Disk.[628][629] The company maintained that handing over master encryption keys would compromise the privacy of millions of users.[628][629] Deputy Prime Minister Maxim Akimov intervened, stating the federal government would act to relieve security service pressure.[630][631] Head of Roskomnadzor Alexander Zharov subsequently announced a compromise allowing Yandex to supply required investigative information on specific suspects without surrendering master cryptographic keys.[632][633] However, in June 2023, a Moscow municipal court fined Yandex 2 million roubles for repeated non-compliance with FSB requests for user data.[634][635] In July 2023, online cinema subsidiary KinoPoisk was fined 1 million roubles by a Russian court for distributing films containing depictions of non-traditional sexual relationships under Russian administrative statutes.[636]

In late March 2022, an investigation by the Financial Times, non-profit organization Me2B Alliance, and security researchers Zach Edwards and Cher Scarlett revealed that Yandex's AppMetrica analytics software development kit was embedded across more than 52,000 mobile applications on iOS and Android, including VPN applications marketed to Ukrainian users.[637][638][639] The audit found AppMetrica harvested device fingerprints, IP addresses, and unique hardware identifiers, transferring data to servers located in Russia, where researchers noted it was legally subject to state intelligence access.[637][638][639] Yandex denied it was feasible to identify individual users from the collected telemetry and asserted that any unauthorized state data demands would be rejected.[637][640][641] In April 2021, the Federal Antimonopoly Service (FAS) opened an antitrust investigation against Yandex following complaints from online companies Avito, Cian, and 2GIS, alleging Yandex abused its market dominance by giving preferential algorithmic positioning to its own services through interactive search widgets.[642][643][644] On 19 January 2022, Yandex settled the antitrust proceeding by entering into a formal agreement with the FAS, agreeing to pay 1.5 billion roubles to the Russian Information Technology Development Fund (RFRIT) to promote independent Russian software products.[643][645]

In April 2014, Russian director Roman Karimov released Startup, a biographical drama feature film based on the founding history and commercial rise of Yandex.[261][646][647][648] Film critics and industry commentators widely compared Startup to David Fincher's 2010 American biographical drama The Social Network.[261][646][647]
